Officials: Former Quincy official used city funds for selfportrait, 153 lbs of steak

BOSTON, Mass. (WLNE) — A former Quincy Director of Elder Services is accused of embezzling city funds to purchase a framed self-portrait, time in a music studio, a Toyota Prius and 153 pounds of bourbon steak tips.
Thomas F. Clasby, 60, of Fitchburg, Mass., has been charged with embezzlement, mail and wire fraud and interstate transportation of stolen property, according to the Massachusetts U.S. Attorney’s Office.
Clasby served as Elder Services director from 1999-2024, and beginning in 2019, he allegedly used Quincy’s purchasing process for personal gain.
He is alleged to have arranged for the city to pay $8,950 to a music studio to produce recordings of Clasby performing songs, $2,236 to food vendors for 153 pounds of bourbon steak tips, $4,800 for a Toyota Prius and $1,658 for a mounted and framed self-portrait.
Clasby also allegedly used Quincy money to pay more than $38,000 to a New York consulting company owned by his friend with the company providing no goods or services to the city.
Clasby’s friend then allegedly cashed the checks from Quincy, and delivered the cash to Clasby at a Framingham rest stop, a Connecticut ferry terminal and the friend’s New York apartment.
Beginning in June of 2021, Clasby is also alleged to have stolen “the vast majority of cash receipts generated by Elder Services at the Kennedy Center in Quincy.”
“Today, the FBI arrested Thomas Clasby for allegedly padding his paycheck in a big way, using tens of thousands of dollars belonging to the city’s coffers as his own personal slush fund,” said Jodi Cohen, Special Agent in Charge of the FBI Boston Division.
Clasby faces up to 40 years in prison and up to $750,000 in fines on the three charges.
