Veteran killed in Memphis; family says suspect was out on reduced bond

MEMPHIS, Tenn. — A Munford, Tennessee mother is desperate for answers after her son was shot and killed New Year's Eve in Memphis.
The victims' loved ones later learned the man accused of committing the homicide during the holidays was out of jail on a reduced bond.
The family says they feel victimized by both the accused gunman — who is still on the run — and the court system.
Kimberly Brown says detectives told her that her son, Charles Cicalla, affectionately known as Charlie, was gunned down at a home along Maple Leaf Cove in southeast Memphis on New Years Eve.

The desperate mother wanted to know more.
What she and her daughter Heather Hering learned is that the man wanted in connection with the homicide is Kobie Hope, who now has a warrant out for his arrest on charges including first-degree murder.
Charlie's family also learned Hope, who was arrested Dec. 22 and charged with aggravated assault for alleging threatening a woman with a gun, is no stranger to the court system.
After his December arrest, a bond of $100,000 was recommended for several reasons — one of which was because he was already out on bond.
On Dec. 26, judge reduced the $100,000 recommended bond to $75,000, which Hope paid and walked free.
He allegedly shoot and kill Charlie five days later.
"They are letting them back out on the streets," Hering said. "It's reckless."

That left Charlie's sister wanting to let those donning the black robe understand how one decision can change many lives.
"Showing kindness to the guilty is cruelty to the innocent, and I hope he never forgets the heartache he has caused our family," she said.
A family struggling to understand how Charlie, who served two tours of duty in Afghanistan, could lose his life back here at home.
"It's almost like its a battleground here now," Hering said.

A little more a week after the deadly shooting, Charlie's family is still struggling to get used to a difficult new normal that means their loved one will never again walk through the front door at the house he once called a home.
"It's like we have turned into the soldiers to fight for him, because God says He puts his strongest soldiers into battle," Charlie's mother said.
His family says they will never stop fighting for justice.
