Plan for new Springfield courthouse gains momentum

SPRINGFIELD, Mass. (WWLP) - We continue our coverage on the proposed construction of a new Roderick Ireland Courthouse in Springfield.
Tuesday was focused on how this process can be done---the state presenting what they say is a faster and potentially more cost-effective approach.
State funding constraints were the topic of discussion during a public hearing of the Springfield Regional Justice Center Project, which would construct a new courthouse in Springfield.
The Division of Capital Asset Management & Maintenance---also known as DCAMM---has an answer to that---and that's a private/public partnership. "The reason that we are contemplating a competitive procurement for this facility is, frankly--that, the state's capital plan is extremely constrained," says DCAMM Commissioner Adam Baacke.
The idea is to acquire a leased space of up to 330-thousand usable square feet for an initial lease term of 40 years and then two ten-year extension options, for a maximum term of 60 years.
Chief Development Officer for the City of Springfield Tim Sheehan adds, "From the city's perspective, we think this is a very creative approach. Not only will it increase the timing associated with the ability to construct the building, but it's also going to have a cost savings of up $82 million over a ten-year window."
But this proposal needs to get the green light first from the state's Asset Management Board. They are scheduled to vote on the matter at the end of the month. If approved, starting in the Spring, the state can put out a 'Request for Proposals' from developers to lock down a location in Springfield by early 2026.
The overall project is estimated to be about a $600 million investment, according to the DCAMM commissioner. "We are strongly advocating for this new court house---and while it is going slow--it looks like it's going in that direction," adds the Hampden County Register of Probate Rosemary Saccomani.
The public can submit their input to the state until January 11th, and on the 21st a vote will be held to approve DCAMM's lease approach.
