WASCO, Calif. (KGET) -- An empty parking spot is how Maria Gutierrez started her day. Gutierrez said her car was taken at 3 a.m., the second time her car was towed from her apartment complex in the past month. She has a handicap placard and parked in a handicap spot where she was told it would be okay. This time, her car did not have the red sticker required by management. Maria Nunez says she doesn't feel safe driving with a sticker on her car that shows her apartment complex name and apartment number. The Housing Authority of the County of Kern said tenants in one and two bedroom units get one parking pass, while tenants in three and four bedroom units get two parking passes. No visitors are allowed to park inside the apartment complex and the freshly painted sidewalks in red remind residents parking in some spots is not allowed. Jimmy Carter to lie in state at the U.S. Capitol Martha Robles says she got a notice stating her lease is in jeopardy of being terminated and says after two years of living here, she just wants rules to go back to how they were a couple months ago. The Housing Authority states, "Residents are not required to move their cars every 72 hours," and added the parking rules at Rosaleda Village are not new; what changed is the enforcement of them. Robles and Gutierrez now have to pay the equivalent of a month's rent to get their cars back from the towing company.
