It happened on Feb. 17 when 51-year-old Jeffrey Moss was walking across MacArthur near Seneca shortly before 8 p.m. and was struck by a police officer driving a Ford Explorer patrol vehicle. Moss, a father of two, was pronounced dead at the scene.
The Kansas Highway Patrol investigated the crash and turned over its findings to the Sedgwick County District Attorney's Office. The DA completed a review in October and declined to prosecute the officer.
