Park City Council will meet Thursday at 4:10 p.m. in Council Chambers at City Hall. Agenda highlights include the following: Clark Ranch Affordable Housing Development Presentation Housing team members will brief the council on the progress of the Clark Ranch affordable housing development planned for Quinn’s Junction just south of Park City Heights. The presentation includes an introduction to key project partners, goals, and design elements. The city acquired the 344 acres, Clark Ranch, in 2016 and intentionally earmarked the area for a future affordable and community housing development, according to a staff report. In March 2024, the City issued a Request for Proposals (RFP) for Affordable and Community Housing Development based upon the result of a feasibility study that the City Council conducted. The RFP closed in April 2024 with three proposals, and the proposals selection committee evaluated them and recommended the Alexander Co. as the top respondent. Initial negotiations with The Alexander Co. commenced, and meetings with the Mayor, Housing Liaison, and project team occurred in late August and early September.The city and Alexander Co. executed an exclusive negotiation agreement in late November 2024 with a 12-month term. The city has no financial obligations under the terms of the agreement, the staff report said, but is obligated to negotiate in good faith to achieve the estimated development milestones below:Exclusive Negotiation Agreement: Nov. 2024 Redevelopment Plan Development: Nov. 2024–May 2025 Entitlement Approval: May 2025–May 2026 Development Agreement: May 2026 Financial Closing: June 2026 Construction Commencement: July 2026Woodside Senior Center and Housing Proposal The council will review and discuss a proposal for a new Senior Center on Woodside Avenue that will include housing. The presentation made available ahead of the meeting shows two potential options: One is to stay the course of a request for proposals process from last year that calls for an affordable-housing project that includes a senior center. The goal of that project would be to contain approximately 80% affordable units, 20% market-rate senior-citizen units as well as the development of a newly constructed senior center with a building footprint of approximately 7,000 square feet. The other option in the presentation is to reissue a request for proposals that focuses more on a senior center than housing, though a proposal could still include housing. Iron Canyon Trailhead Settlement Agreement The council will consider approving a legal agreement that preserves public access to the Iron Canyon Trailhead. In February 2023, Katherine and Rick Campbell sued Park City over the scope of anaccess and utility easement running across their property, according to a staff report. They also filed a lawsuit against two neighbors, arguing that a public trail easement existed over the neighbors’ properties.The city said it has been working with the Campbells and the neighbors to come up with a solution that maintains access to the Iron Mountain Trail and minimizes trail impacts on the neighborhood. The report includes a settlement agreement and asserts that it would accomplish both goals by granting perpetual easements (shown below) leading to the city’s Iron Mountain property, ensuring continued public access, and reducing parking and other measures to lessen the negative impacts on the neighborhood, according to the report.
