FORT WAYNE, Ind. (WANE)— Allen County Council failed to approve the use of $11.6 million as requested by the County Commissioners at their meeting Monday morning. The $11.6 million would come from the county's CEDIT fund. The CEDIT fund is local income tax used for economic development in the county. About one-third of income tax paid by Allen County residents is used for economic development through the CEDIT fund. County Council had already approved the 2025 funds for spending related to the County Redevelopment Department and Highway Department, also a part of the CEDIT fund. But they continue to push back the approval of these other items. The money is for various county and community entities. It includes $250,000 for quality of life projects, $1 million for trails, and $1.5 million for structural engineering (including sidewalks). Here is a full list: $5.925 million: Lease Rental (for Allen County Jail project) $1.5 million: Infrastructure Enigineering $1 million: Rural Development $900,000: Contractual $850,000: Arts United $375,000: Economic Alliance $285,000: Business Retention Incentive $250,000: Quality of Life Projects $152,000: GM Bond $125,000: Fort Wayne Historical Society $100,000: Innovation Center $83,000: Downtown Improvement District $50,000: General Redevelopment According to Allen County Auditor Nick Jordan, the Commissioners originally submitted the above items in Aug. 2024 for the 2025 Budget Adoption and Council didn’t approve of them in Oct. 2024 either. The decision to table the appropriation of the CEDIT funds came after a 4-3 vote. Council Vice President Paul Lagemann initiated the movement to push the decision back. He wanted to remove the topic from Monday's agenda because there are "a number of entities that haven't been able to have their say." Councilman Tom Harris was the first to oppose Lagemann. He said that this issue was discussed during budget talks and should be approved. Sonic Drive-In returning to Auburn after 15 years "This isn't the way we should be running this County Council," Harris said. Lagemann said that time should be taken to pay attention to the details and the Council should know what is being spent and how. "One month won't make a difference," Lagemann said in reference to pushing the decision to the next meeting. Harris, one of the three council members to be against tabling this issue, continued to voice his opposition. "To wait until now, after the election season, is completely inappropriate," Harris said to the members in favor of tabling the issue. "We're truly just playing games, guys." Council President Robert Armstrong agreed with Lagemann in holding the decision until the next meeting on Feb. 12. "It's not that we're not in favor of any of the requests that were on that list," Armstrong said. "It's just that we want to make sure that what we are appropriating are being spent on those specific projects or contracts."
