Could more approved cannabis licenses oversaturate the Rochester market?

ROCHESTER, N.Y. (WROC) — It was a good year for cannabis sales in 2024. A report from the office of cannabis management says revenue topped more than one billion dollars. And in 2025, the office says it wants to continue to expand the industry across the state.
News 8 spoke with two dispensaries Thursday: MJ Dispensary in Rochester and FingerLakes Cannabis Co in Victor. Both owners said should more licenses get approved in our area and storefronts open, there is room for everyone and they're glad to see the industry growing.
'We have competition, and competition is healthy," FingerLakes Cannabis Co. Partner Tim Hay said. "We also are looking to expand so wording rewarding more licenses would be, you know, hopefully beneficial to us, if we were able to receive one and expand into other locations."
Hay said his shop opened in October after a four year wait.
"It was just fantastic when we could finally open. And things have been great. Business has been very good. The state has made it kind of difficult for advertising, so we usually ask our customers to spread the word for us, and we sell a lot of merchandise to get the word out," Hay said.
The Office of Cannabis Management announced in a new report that it has been a good year for sales too throughout the state. A statement from its Cannabis Control Board Chairwoman said in part, "this is only the beginning of what's possible when we invest in an inclusive and well regulated industry."
News 8's Gio Battaglia asked Tim if he is worried about an oversaturated market.
"Yes," Hay said. "But hopefully the state will keep an eye on that, and also the local municipalities will keep an eye on that, like Victor made it so that they rezoned the whole village that if you want anything to do with cannabis, it has to be on this little street. And then, with the state having to, you have to abide by this proximity protection, which your x amount of feet away from your other dispensary. We don't have to worry about another one in the village of victor. So, there is a concern, but I think the municipalities to be smart about it and not make it hopefully they'll treat it kind of like a liquor store where there's maybe one in each village, or something like that. But there are so many municipalities that opted out that it would be nice to see some of them start opting in."
Ryan Martin with MJ Dispensary in Rochester said his business has had to maintain its niche after a multi-billion-dollar cannabis corporation opened next door but said seeing how much each business has contributed to those billion dollars makes him proud.
"Every ownership feels proud of what they're doing here for the state and the amount of money that we've paid in taxes and paid for this county here has been tremendous, I'm sure," Martin said.
The report from OCM also stated more than 5,000 licenses in 2024 and 1,300 enforcement inspections were done by the Office of Cannabis Management.
