Ray County Jail closes due to unsafe conditions, sheriff says

Ray County Sheriff Gary Blackwell said in a release that the move was for the safety and security of inmates and staff, as the jail has sanitary plumbing issues, electrical issues, improper lighting, water lines that freeze and damage from escape attempts.
