Syracuse, N.Y. — Rain beginning late New Year’s Eve is expected to give way to a multi-day storm bringing as much as 3 feet of lake effect snow to parts of Central New York, weather forecasters said.The rain is expected to start at about 10 p.m. Tuesday in Syracuse, according to the National Weather Service, potentially putting a damper on festivities to celebrate the New Year.
