Española city councilor wants to repeal ordinance that bans fortune telling
Dec 24, 2024
ESPAÑOLA, N.M. (KRQE) – According to a law on the books in Española, fortune telling is illegal. Now, one city councilor wants to repeal that ordinance because he believes the law is an attack on freedom of speech. While others in the community said repealing the law would be an attack on Christian faith.
“Ever since I was a little kid, I have just loved being able to see clearly into other people’s psyches and motivations,” said Lisa Pelletier, Owner of Deep Roots Psychic Studio in Santa Fe.

Pelletier calls herself a clairvoyant healer. “I take care of myself and help other people see clearly,” said Pelletier.
While there may be palm reading shops in Santa Fe, typically they won’t be seen farther north in Española. That's because it's technically not allowed according to an ordinance created in the 1900s which said it's illegal to practice fortunetelling, palmistry, reading futures, and the like.
“This ordinance is outdated. It's not enforced. It's so broad that it could even impact your mom reading her horoscope in the newspaper," said Española City Councilor Sam LeDoux.
LeDoux hopes to repeal the ordinance. He believes it’s an attack on free speech and freedom of religion. According to LeDoux, tarot cards are already being sold in the community and he doesn't want any potential litigation to pop up because of the un-enforced ordinance.
“This actually doesn't prohibit the sales directly; it prohibits the practice. So, you could probably sell these items, but if you read your horoscopes, you're technically violating the law,” said LeDoux.
Meanwhile, the mayor and others in the community said allowing those activities, wouldn't reflect the culture of the area. “Ultimately at the core of this and trying to repeal this ordinance, it’s a true slap in the face to our Judeo-Christian roots here in our community. I think the community of Española is going to come out in strong opposition to this,” said Española Mayor John Ramon Vigil.
The mayor added no one has filed for a business license to open a fortunetelling shop recently and said there are bigger issues facing the community. “I don't see 40 fortune tellers knocking on the door to come and do business in our city. So, I don't see where the urgency comes from,” said Vigil.
While Pelletier doesn't call herself a fortune teller, she hopes to see people be able to express themselves freely. “To me, it looks like a healing that this has even come up in Española,” Pelletier said about the possible repeal of the ordinance. “Some people might perceive what I do as quirky, outlandish, and weird, but I love helping people.”
The repeal has not been heard yet in a council meeting. No word on when it will be on the agenda.
