650K people affected by RI cyberattack; HealthSourceRI extends open enrollment

PROVIDENCE, R.I. (WPRI) — On Monday, Gov. Dan McKee said his team has identified 650,000 people whose personal information was stolen in the recent cyberattack on the state's IT system for social services.
McKee said the state will send letters to all who were impacted in January, notifying them that their personal information has been compromised. The letters will also outline how they can sign up for free credit monitoring, he said.
Earlier this month, the cyberattack shut down the state's IT system known as RIBridges, which serves as an eligibility database for a host of social services, such as SNAP and Medicaid, along with subsidized health insurance through HealthSourceRI. McKee said people's names, addresses, social security numbers and banking information have been stolen, and urged everyone to set up credit monitoring for themselves and their children.
According to McKee, the state aims to turn the system back on in January. In the meantime, R.I. Human Services Director Kim Merolla-Brito said people will still receive benefits through SNAP, Medicaid and other cash-assistance programs. She said EBT cards should be refilled for January under normal distribution methods.
She added that nobody will be terminated from Medicaid while the system is down, which is similar to what happened during the COVID-19 pandemic when the federal government ordered a moratorium on Medicaid terminations.
HealthSourceRI, however, heavily relies on RIBbridges to determine eligibility for coverage, and state officials said last week they've decided against trying to use a paper-based system for new applications.
Because of the disruption, HealthSourceRI Director Lindsay Lang said they will extend their open-enrollment period through February and back-date coverage to Jan. 1 for people who sign up after the system returns online.
For anyone who feels like they need coverage for Jan. 1, and hasn't signed up yet, Lang said they will help those people enroll directly with Neighborhood Health Plan of Rhode Island and Blue Cross Blue Shield of Rhode Island. She said people who are interested can start reaching out to HealthSourceRI beginning at noon on Thursday.
Earlier this month, McKee announced the state's online portal for social services was hacked by cybercriminals, potentially jeopardizing the private data of hundreds of thousands of residents.
On Monday, McKee said the state's vendor, Deloitte Consulting, is still negotiating with the cyber criminals who have threatened to release the stolen information on the dark web on Dec. 30 if the state doesn't pay an undisclosed ransom.
The hackers have repeatedly extended the deadline, however, and state officials said Deloitte is in contact with the bad actors.

According to the state, HSRI payments are processed through a different vendor in a system separate from RIBridges, so, automatic payment drafts will be processed as usual for everyone who has already signed up for 2025 coverage. Anyone who has signed up but hasn't paid yet for 2025 coverage can make those payments at HealthSourceRI's offices or through any standalone CVS, Lang said.
