Live Updates: Ethics Committee releases Gaetz report; Biden commutes death row prisoners

President Biden spurred criticism and praise on Monday with his decision to commute all but three prisoners currently on federal death row.
Sen. Tom Cotton (R-Ark.) called the move "politically convenient," since Biden left three of the most infamous criminals off the list: Robert D. Bowers, the Tree of Life Synagogue shooter; Dylann Roof, who opened fire on a church in Charleston, S.C.; and Dzhokhar Tsarnaev, the surviving Boston Marathon bomber.
As lawmakers headed home for the holidays after a last-minute spending deal on Friday, the Ethics Committee on Monday morning released its highly anticipated report into former Rep. Matt Gaetz (R-Fla.).
The panel found "substantial evidence" of violations related to "prostitution, statutory rape, illicit drug use, impermissible gifts, special favors or privileges, and obstruction of Congress."
