FRESNO, Calif. (KSEE/KGPE) - Fresno County officials announced Friday the Fresno County Board of Supervisors approved the County of Fresno and the City of Fresno Memorandum of Understanding (MOU), which will allow the county and the city to work together. The agreement was approved in a four-to-one vote on Friday, after expiring on Aug. 29, 2020. According to officials, the action reflects both parties' commitment to addressing funding for critical services, urban-centered growth, predictability in the annexation process and to stimulate economic growth and development. Some of the key provisions of the MOU include: An increase in the county's share of property taxes for all substantially developed parcels within the city's Sphere of Influence (County: 70%/City: 30%) It begins to address the city's oversight of the hundreds of shared road segments and intersections within Fresno's Sphere of Influence. If adopted, the MOU requires the city to collect County Capital Improvement Fees. “The County and the City are better when we work together and this agreement will promote more cooperation for the benefit of our County," said District 1 Supervisor Brian Pacheco. Officials add the agreement will have no impact on tax sharing on parcels already annexed in the city prior to the agreement, and it will only affect future annexations. The term of the MOU is 10 years from the date of final execution with an automatic five-year extension unless either party provides written notice within the specified timeframe, prior to the expiration of the MOU, of its desire not to extend, per county officials.
