"It makes them more homeless than they already are": Outreach advocate responds to homeless encampment sweep

ROCHESTER, N.Y. (WROC) - With bitter cold temperatures expected for the coming weekend, the City of Rochester ordered the sweep of a homeless encampment downtown. The encampment was nestled in two different spots, both under the South Clinton Ave. bridge near Marshall Street.
A spokesperson from the city said that they partnered with outreach workers ahead of the sweep, offering those living there the option of shelter placement. They added that an offer for transportation to those shelters was extended.
Outreach volunteer Amy D'Amico works closely with many of the folks who lived there and are displaced. She explained how shelters are not a one-size-fits-all solution.
"Some of the people who live in these encampments have 18 bags of things. They can't walk away from all of their stuff and go into a shelter," D'Amico said. " “People are going to be out in the cold. They're going to choose that over the options and non-options that are in place".
D'Amico also mentioned that an issue with this specific sweep was that she and many other outreach volunteers were unaware that it was happening, until it was nearly finished. She adds that knowing ahead of time could've allowed them to find solutions for these folks.
"Don't be afraid to have conversations with people," D'Amico said. "We know it's going to be cold tomorrow, so engage with them, talk about the fact that House of Mercy has beds today".
When asked how the turnout of today's sweep made her feel, D'Amico said "angry".
"This did not have to go down like this," D'Amico said. "It makes them more homeless than they already are".
Along with the sweep of the Marshall Street encampment, the city's only sanctioned encampment "Peace Village" has remained vacant with the expectation for new shelters to be built.
According to Person Centered Housing Options (PCHO), there were at least 10 people affected by the sweep.
