ROCHESTER, N.Y. (WROC) — The Daniel's Law Task Force has released a report on how New York State can better respond to behavioral health crises. Daniel's Law is a bill still being pushed by advocates. It is named after Daniel Prude, a Black man who died in 2020 following a struggle with Rochester police. His death was ruled a homicide. The task force, which was established in response to Prude's death, is recommending that the state implement a protocol so 911 and 988 behavioral health crisis calls receive a response from individuals trained in crisis services. The recommended protocol involves teams being dispatched to mental health calls, substance use calls, and behavioral health wellness checks. The Task Force says law enforcement should be involved if there is a threat of violence. Further recommendations include behavioral health pilot programs, community partnerships, a Technical Assistance Center to collaborate with stakeholders, and training provided to communities to implement protocols.
