CARROLL COUNTY, Ind. (NETWORK INDIANA) — Richard Allen, convicted of killing two Delphi girls, still claims he’s innocent and is refusing to participate in a pre-sentence report as he prepares for an appeal before his sentencing on Friday. A memo released Wednesday confirms Allen’s decision to skip the process. His attorneys say they won’t present evidence at Friday’s hearing and will keep arguments brief. Allen’s legal team cited several factors for a lighter sentence, including his clean criminal record, role as the main breadwinner, the hardship his imprisonment has caused his wife, military service, and a long history of mental illness, including depression and anxiety. Allen plans to appeal his November 11 conviction for the murders of Abby Williams and Libby German. Prosecutors relied on witness testimony but did not present DNA evidence or a murder weapon.
