OSDE proposed rules include counting undocumented students

OKLAHOMA CITY (KFOR) — On Thursday, another board meeting was held regarding Oklahoma education, and proposed rule changes for the upcoming year were discussed.
Last year, State Superintendent Ryan Walters proposed rules that would eliminate K-12 Diversity, Equity, and Inclusion programs, allow religion in the classroom, and update the teacher code of conduct. Some of that passed the legislature later on.
This year, the rules proposed include crossing out "civil rights" from a portion of the rules, getting rid of the Multicultural Equity Advisory Committee, requiring students to provide proof of citizenship at enrollment, ensuring the U.S. flag is flying on campus for districts, and more.
"We have to know how many immigrants there are and how much they are costing Oklahomans," said Walters at Thursday's meeting.
Many lawmakers expressed concern soon after the proposed rules came out. Some said that requiring students to provide proof of citizenship could scare off many families from enrolling altogether.
“Most people know it’s against federal law to ask a public school student for their immigration status, but Supt. Walters doesn’t seem to know or care. Since this is not something he can require local public schools to do, this is more of him continuing his crusade to become a star in far-right circles and national media. Stunts like this do nothing to help increase student achievement or improve our public schools, but that’s par for the course with Walters," said Representative Jacob Rosecrants (D-Norman).
The agency, including Walters, said it was a way to end "sanctuary schools." News 4 hasn't yet heard of schools that were "sanctuary schools."
With this proposed rule families would have to provide a U.S. birth certificate, U.S. passport, driver’s license, an unexpired permanent resident card, or another document proving the student has legal authorization to live in the country.

Another proposed rule is listed as ensuring districts have American flags on campus. Accreditation of the district could be threatened if they don't comply.
News 4 has not heard of a district that doesn't have a U.S. flag flying somewhere on their school's campus in Oklahoma.
"We will protect our students by ensuring American flags can be flown on campuses without infringement," said Supt. Walters.
Another proposed rule surrounds taking out words in certain sections that contain the words "Civil Rights" and cutting the operational procedures of the Multicultural Equity Advisory Committee.
That committee is listed as being centered around many Title IV programs and states that its purpose is to plan activities relating to educational equity in the state.
Diversity Equity and Inclusion D.E.I. programs have been shown to not only support minorities but also kids with disabilities.
There are several other proposals on the OSDE website but it is open to public comment for the next month. Open public comment ends on January 17, and you can find the list of proposed rules here.
