Syracuse, NY -- The United States gained 40 new citizens this morning in a ceremony at the James M. Hanley Federal Courthouse in downtown Syracuse.U.S. District Court for the Northern District of New York Magistrate Judge Mitchell J. Katz presided over the ceremony and administered the Oath of Allegiance.
