Convicted escaped murderer Cesar Hernandez was 'given a key or made a handcuff key': Sheriff Youngblood

BAKERSFIELD, Calif. (KGET) -- Kern County Sheriff Donny Youngblood joined 17 News at Sunrise to speak about what the passing of Prop 36 means for Kern County jails and shared his theory on how convicted murderer Cesar Hernandez escaped from CDCR custody in Delano.
Now that Prop 36 has gone into effect, Youngblood says "it's going to be difficult because the lack of jail beds, but my staff is working on a plan to add 100 beds for quality of life crimes."

He adds that even with increasing jail space, it will only put a dent to the population that's "terrorizing the community."
"At the end of the day, we still don't have the staff to open Lerdo [Jail] max need," he said.
Youngblood also said another problem the office faces is its fluctuating number of staff. KCSO has hired over 400 employees in the last two years, however the office loses a couple hundred during the same time frame.
Youngblood also shared his take on how convicted murderer Cesar Hernandez probably escaped from outside a Delano courthouse on Dec. 2.

"In this case -- I don't know for a fact -- but I suspect he was either given a key or made a handcuff key. Released himself when the doors opened, he bolted," Youngblood said.
