MADISON, Wis. (WFRV) - Timothy M. O'Shea, the U.S. Attorney for the Western District of Wisconsin, announced on Monday that a 27-year-old man from Hartford, Conn. was sentenced to 41 months in federal prison. Matthew Ramos-Soto pled guilty to charges stemming from a wire fraud scheme that targeted the elderly on April 4, 2024. Former Fond du Lac restaurant owner indicted for arson, fraud scheme Ramos-Soto, according to the release, was part of a larger network that called elderly victims posing as either a relative or an attorney, claiming that their relative was arrested for causing a fatal accident. Victims were forced to provide bail money in cash so their relatives could be released. A courier posing as a bail bondsman picked up the funds from victims' residences. Ramos-Soto was one of the couriers as well. Between October 24 and October 28 of 2022, he and other couriers picked up more than $250,000 from Wisconsin victims. He was identified by law enforcement and ultimately arrested while trying to pick up money in Michigan in June 2023. Cell phone data from Ramos-Soto showed that he had picked up money from victims in 18 different locations around the country from October 2022 to June 2023. Multiple federal cases have been brought against this network in other states as well. "If someone demands money over the phone or internet, always reach out to a trusted advisor or law enforcement agency." No more details were provided.
