(COLORADO SPRINGS) — What would it take to remove a member from the Pikes Peak Library District (PPLD) Board of Trustees? According to the city council, a lot more than a request and a call for resignation. On Friday, Dec. 13, Councilmember Dave Donelson issued a formal request and a deadline to the Board of Trustees to renew the lease for Rockrimmon Library for another year. Donelson said that he expected them to resign if the board chose not to renew. "If you choose not to renew the lease, I respectfully request your resignation from the Pikes Peak Library Board of Trustees so that City Council and El Paso County Commissioners may appoint new Board Members that do not close libraries," Donelson previously said in the statement. "Closing libraries is inadequate performance of your duties as a Board Member." Now, another Councilmember has weighed in and provided more information regarding the board and the removal process. “For the removal process to proceed, five members of City Council would need to agree to place it on a future agenda," explained the councilmember to FOX21 News. "A library trustee may be removed only by a majority vote of the appointing legislative bodies. Since this is a joint appointment with El Paso County, the County Commissioners would have to take the same action for the trustee to be removed." This means that although the vote must go through the City Council, it must also go through El Paso County Commissioners. According to the Board of Trustees Bylaws, Article II, Section 8, a trustee may be removed by the appointing authority only upon showing "good cause," such as inadequate performance, attendance, conviction of a felony, lack of qualifications, and more. Rockrimmon Library officially closed on Dec. 1. Many community members have voiced their opinions. A group of nonprofits and individuals has sued PPLD, the El Paso County Board of County Commissioners, and the City of Colorado Springs over the closure. Donelson's deadline for the board is Wednesday, Dec. 18.
