Projects in Pittsford, Greece, face COMIDA vote Tuesday

ROCHESTER, N.Y. (WROC) — At least three prominent development projects are going in front of the COMIDA (Monroe County's development arm) board Tuesday for votes on approval. Two are in Pittsford, and one in Greece.
The meeting starts at noon and is livestreamed.
Westside Crossing (75 Monroe):
Westside Crossing is asking for $1,274,250 in public sector tax benefits. The project has been mired in legal and planning difficulties for years.

Westport Crossing is an exciting mixed-use development that will contain 156 apartment units contained in 7 unique 3-story buildings on 7.5 acres in the Village of Pittsford, along with a clubhouse and restaurant facility along the canal. The Unit mix will consist of: 3% Studios/ 36% 1 Bedrooms/ 38% 2 Bedrooms and 21% 3 Bedroom Units. Rents will range from $1,800 to $3,500. The project will feature significant public benefits and public amenities, including unprecedented public access to the historic Erie Canal, remediation of an environmentally contaminated Brownfield site, an extensive network of sidewalks, boardwalks, gazebos and benches, extensive landscaping, docks on the canal and two off-site public infrastructure improvement projects, all of which were mandated by the Village of Pittsford.COMIDA application
In 2015, it was designated as a Brownfield remediation site, and in October 2022 the project got its final approval from the town.
In the summer of 2023, developer Mark IV filed a lawsuit against COMIDA. In January of this year, News 8 reported on a judge’s decision on that suit, and the subsequent appeal. Despite possible zoning bind, developer applies for tax incentives for Barn Bazaar
Pittsford Oaks (Barn Bazaar)
Daniele Family Companies is looking to redevelop the Barn Bazaar, the main feature of a mixed-use area at the corner of Clover and Jefferson in Pittsford.
According to the COMIDA application, the main building has remained vacant for 10 years, and is described as an “eyesore.” The Danieles also wrote that asbestos was found at the site and needs to be removed.
The new development is slated to have 175 units. Per COMIDA rules, 20% of the units have to be “affordable” units. The rest will be market-rate.
Members of the town board of Pittsford approved this new development contain to accommodate local individuals and families with occupations including current and retired teachers, firefighters, public services, hospitality services, and other similar workforce careers. The Danieles are asking for $4,526,853 as a PILOT (payment in lieu of taxes) agreement for the project.
The project is looking for this funding despite the possible zoning bind. The town board of Pittsford unlocked the area for market-rate housing, not "affordable housing." The latter is defined as housing that is a capped rate based on the median income of the area.
20% of all housing as funded by COMIDA is required to be affordable.
“This is something that was thought through very carefully, and the provisions that were put in there were consistent with the representations of the developers, and also consistent with the very clear expression of public sentiment with how we should move forward,” said Bill Smith, town supervisor of Pittsford. Smith said that DFC did not indicate it would be pursuing tax incentives through COMIDA before this.
“Having an apartment complex itself… Which is one of our goals, makes housing more affordable in Pittsford, because it’s a less expensive way of having housing without having to buy a new house,” Smith continued. “So we are sensitive to this, and there’s a giant difference between that proposition and the proposition of things that are below market rate.”

A waffle manufacturer is applying for county tax incentives, as it looks to move into the former Sam's Club/Paneffort space in Elm Ridge Center.
In 2021, Jay Wegman and his company, Wegman Companies, closed on the Elm Ridge Center. Wegman says since then, the plaza has gone from 20% occupancy to 94%, and are still adding businesses.

Waffle8tr says in its application that it can produce over three-quarters of a billion waffles a year, and is seeking $2.5 million in incentives.
