RICHMOND, Va. (WRIC) -- With an apron on and a pot of coffee in hand, Governor Glenn Youngkin (R) announced his proposal on Monday to end the taxing of tips in Virginia. “I think it’s just great because it is something that someone gives you,” Dionna Kelleher, Owner of McLean’s Restaurant in Richmond -- where Youngkin made the announcement -- told 8News. “It is a gift for your service. I don’t think the government needs to be in it at all.” Currently, more than 250,000 food services workers, stylists, and other workers are required to pay state income tax on the tips they receive. Elaine Cunningham, who has been a server at McLean’s for more than a decade says Youngkin’s proposal would allow her to keep more money in her pocket to help support her four kids. “That’s really going to make a difference in all of our lives. Definitely adds a lot to our pockets. It’s going to be nice. Life changing,” Cunningham said. Meanwhile, also on Monday, Democrats unveiled what they call their “Momnibus” proposal. It’s a package of bills and budget amendments they say is designed to help improve maternal health outcomes and help mothers make ends meet. "The Virginia 'Momnibus' seeks to reduce physical and mental healthcare barriers, find innovative solutions to address access issues, improve data, and strengthen economic support for mothers and families,” House of Delegates Speaker Don Scott (D-Portsmouth) explained. The proposal will include legislation to expand Medicaid coverage for diapers and other baby supplies. Plus, Democrats plan to test a pilot program that would use state funds to help open daycare centers in three schools in Virginia Beach. “It will be a year-long process if approved and hopefully from the results there, we will be able to expand that across the commonwealth,” said Delegate Michael Feggans (D- Virginia Beach). Any of the mentioned proposals would need bipartisan support to become law considering both the House of Delegates and Senate are controlled by Democrats and Governor Glenn Younkgin is a Republican.
