FRESNO, Calif. (KSEE/KGPE) - It's now been over a month since Election Day, but frustration over California's slow vote count is still top of mind.  California Secretary of State Shirley Weber spoke to reporters and answered questions during a press conference on Wednesday. "The answer is simple, we take the time to get it right," Weber said.  In just a few days on Friday, Dec. 13, California will officially certify election results. By now, county election officials have already sent their results to the state.  Weber addressed criticism that the vote count took too long, and blamed state legislators for all the rules they have to follow.  "If you create legislation and you create new rules and regulations that make it more time consuming to produce it, to finish a ballot, to get it done, to get it turned in and to be counted, then that also then becomes almost counterproductive in some ways,"  she said.  She said this process put into law by the legislature, makes it take longer than other states, and it's not those individual elections offices aren't putting in enough work.  "People say, well, you've got technology. Yes, we do. But then we also have a tremendous manual process that occurs with verifying every ballot. And if we decided not to verify ballots and not to look at signatures, then we'd have all of those who claim we're letting any and everybody vote, raise hell about voting," she added.  Weber also noted that California has a higher voter turnout rate than other states, which adds to the slower vote count.  In Fresno, County Clerk and Registrar of Voters James Kus said their office is currently working on a recount for Kingsburg Joint Union High School District Measure K. It's the second recount they've worked on this election cycle, including the race for the division two seat with the Laguna Irrigation District.  Kus largely agrees with Weber's comments and added he sees the impacts of state laws firsthand.   "California law really favors participation by the voter," Kus said.  Kus also said any new laws from the legislature should balance the cost of getting things done quickly with what's fair to voters.  "If you want results faster, realistically, there have to be limits on some of those extra ways that ballots are accepted," he said.  Kus also added this year, they had around 5,000 same-day voter registrations. He said allowing those registrations, while legal and helpful to many voters, just slows down the process of counting ballots.  "If same day was restricted or limited, maybe not on Election Day, that would have saved us a lot of time, and we could have saved- we could have gotten results out faster because of that. But that would have disenfranchised potentially thousands of voters. So, there is that tradeoff. There's always going to be that tradeoff," Kus said.  Kus said once the recounts are finalized they will add those results to the Fresno County election website.
