El Cajon police fatally shoot woman who hit officer with vehicle outside station

EL CAJON, Calif. (FOX 5/KUSI) — An investigation is underway after a woman who hit an El Cajon police officer with her car and attempted to hit another was fatally shot by police outside the department's headquarters Wednesday.
The shooting occurred just before 12:45 p.m. in the parking lot of 100 Civic Center Way. It happened as officers were beginning to set up patrol vehicles for a retirement celebration for a longtime captain, El Cajon Mayor Bill Wells and police Lt. Keith MacArthur confirmed.
According to MacArthur, El Cajon police opened fire after a truck — a 2000 Toyota four-door Tundra — drove onto the sidewalk in front of the station, backed up then veered towards a slight hill where it hit one of the officers and a tree.

The vehicle then backed up for a second time, before attempting to accelerate again towards officers, said Lt. Jonathan Dungan with the San Diego Police Department's Homicide Unit, who investigates shootings involving officers for other agencies.
Multiple rounds were fired by two officers — the one hit by the truck and a responding officer — at the driver's side of the vehicle, Dungan added.
Aerial video shows the truck came to a rest on the hill after the shooting near the stairs leading up to the civic center. Turning skid marks can also be seen along the parking lot's sidewalk.
The officer hit by the vehicle, who was identified as a sergeant with the department, sustained minor, non-life threatening injuries. The driver of the vehicle, described as a woman in her 20s, sustained at least one critical gunshot wound.
Both were transported a hospital for treatment, but the woman later died from her injuries at the hospital. The officer has since been released.

No further details about the shooting is known at this time, including whether the woman intentionally hit the officers or had been experiencing a medical emergency. However, Dungan said the truck had been parked properly in the lot for several minutes prior to the incident and the woman did not speak to any officers before hitting the sergeant.
"It's very early on in the investigation at this point," Dungan said, adding the information police have collected has largely been based on surveillance video and witnesses. Neither officer had been wearing active body cameras at the time.

The parking lot where the collision and shooting occurred will remain closed for several hours as police wrap up their investigation on scene.
"This was a scary event. Those officers were standing outside of their station, not taking any enforcement action, not trying to contact anyone. They were preparing for a retirement ceremony," he continued. "It is a tragedy that this happened."
As with other officer-involved-shootings, once SDPD wrap up their investigation, the district attorney's office will then review the case to determine whether the officers' bear any criminal liability for their actions.
SDPD also asks anyone who may have witnessed the shooting or have additional information to contact the department at 619-531-2000.
