ALBUQUERQUE, N.M. (KRQE) – Kirtland Air Force Base certified its first Family Child Care (FCC) provider in six years on Wednesday.
FCC providers offer smaller group settings and more flexible schedules than traditional Child Development Centers or daycares, according to the base.

Toni Trefzer is the spouse of Air Force Staff Sergeant Mitchel Trefzer of the 58th Special Operations Wing, and she was an FCC provider at their previous assignment at Hurlburt Field in Florida. As an FCC provider, she can offer up to six slots in her home to base members, officials said.
“Ms. Toni has gone through an incredibly rigorous certification process to provide essential childcare to our military families,” said Lt Col Amanda Ratliff, 377th Force Support Squadron commander, the unit in charge of the FCC program. “She is not only meeting an immediate need but inspiring others to follow in her footsteps.”
This comes after the New Mexico legislature passed Senate Bill 244 in 2023 exempting state licensing requirements for child-care programs or facilities certified by the U.S. Department of Defense and the U.S. Coast Guard.
