BAKERSFIELD, Calif. (KGET) -- Former Congressman Terrance John "TJ" Cox has agreed to plead guilty to two fraud counts and pay up to $3.5 million in restitution, according to a plea agreement filed Wednesday in federal court. Cox will plead guilty to wire fraud and wire fraud affecting a financial institution, according to the filing. Twenty-four other counts will be dismissed. Cox faces a possible prison term, with KSEE24 in Fresno reporting his sentence ranges from probation to a maximum of 20 years in custody. A change of plea hearing is scheduled Jan. 27. In 2022, Cox was indicted on charges he "perpetrated multiple fraud schemes targeting companies he was affiliated with and their clients and vendors." The indictment said he created secret bank accounts and poured money from clients and companies into them "through false representations, pretenses and promises," receiving more than $1.7 million from 2013 to 2018. Also, Cox received a mortgage loan for a property he never intended to use as his primary address, obtaining the loan through fabricated bank statements, according to the indictment. He rented the property to someone else. His fraud extended to the recreation area known as Granite Park in Fresno, built on a $1.5 million loan that Cox fraudulently obtained, according to the indictment. The loan later defaulted and caused a loss of more than $1.28 million. "Cox falsely represented that one of his affiliated companies would guarantee the loan, and submitted a fabricated board resolution which falsely stated that at a meeting on a given date all company owners agreed to guarantee the Granite Park loan," according to the indictment. "No meeting took place, and the other owners did not agree to back the loan." Lastly, during his run for the 21st Congressional District race in 2018, Cox funded and reimbursed family members and associates for donations to his campaign, the indictment said. He arranged for more than $25,000 in illegal straw or conduit donations.
