Pueblo Mayor responds to failed bath house funding

(PUEBLO, Colo.) — On Monday, Nov. 25 Pueblo City Council voted against the remaining funding for the City Park Tennis Facility at the current site of the City Park Bath House.
The Mayor's Office said the failed proposals included reallocating leftover American Rescue Plan Act money from completed projects in order to fund the $1,316,841 shortfall for the new tennis facility. Mayor Graham and City staff proposed to allocate funds without any General Fund accounts as a funding source.
“With multiple failed 4-3 votes for the three ordinances on the agenda, there is no more funding allocated toward the project. Four city councilors killed this project along with the stalling of the project due to the Historic Preservation Commission,” said Mayor of Pueblo Heather Graham. “With the budget deficit of $8 million we’re facing and was also explained last night outside of the Tennis Building discussion, there are no General Fund dollars or other sources we can choose from to continue this project forward.”
According to the Mayor's Office, the city had previously secured $1,782,035 for the tennis complex renovations that were approved by the City Council in May. The city was against a hard deadline of Dec. 31 to reallocate and award all ARPA funding to meet the federal deadline, then the allocation had to be spent and the project finished by Dec. 31, 2026. $136,448 has already been spent towards the project for contractual agreements, environmental testing, and asbestos testing for remediation efforts.
The Mayor's Office said any allocations over $1 million needed two public readings of ordinances, making Tuesday, Nov. 26 the deadline to get a new ordinance on the agenda for Monday, Dec. 9, which set the turnaround time impossible to pass by the funding deadline.
The City of Pueblo said it is committed to the maintenance of the current bathhouse, however, according to the Mayor's Office, the building is largely inoperable and requires ADA compliance updates.
