ROCHESTER, N.Y. (WROC) – A small plane leaving the Greater Rochester International Airport Wednesday night needed to make an emergency landing in Buffalo. According to officials with the Niagara Frontier Transportation Authority, the private plane was carrying four people at the time. It's unclear where it was headed.
