DECATUR COUNTY, Ind. — An Indy man is dead after a crash on US 421 in Decatur County. ISP troopers were called around 7 a.m. Wednesday to a head-on crash on US 421 near County Road 700 East, near the Decatur/Ripley County Line. 47-year-old Joseph L. Arthur, 47, of Indianapolis, died on scene. His car reportedly crossed the center line for an unknown reason and struck a semi truck head-on. The driver of the semi only suffered minor injuries, ISP said. The crash is under investigation and it is believed that speed likely played a role. US 421 was closed in both directions for approximately 5 hours after the crash, ISP said.
