(KRON) --  Despite turmoil and many calls for her resignation, San Mateo County Sheriff Christina Corpus has no plans of stepping down. She doubled-down on Tuesday with a letter to her staff. "While these past weeks have been tough, I remain committed to fulfilling the responsibilities I swore to uphold," Corpus wrote. "Resigning from my position or relinquishing the independence of this office is not the answer. I will not step down." The San Mateo County Sheriff's Office is hemorrhaging morale. A scathing 400-page report released by the county's independent investigator accuses Corpus of abusing power, creating a toxic work environment, retaliation, and having a romantic relationship with Assistant Sheriff Victor Aenlle. San Mateo County Sheriff Christina Corpus (KRON4 Photo) Over the weekend, a union representing sheriff's sergeants and lieutenants passed a vote of no confidence in Corpus and demanded her immediate resignation. Organization of Sheriff Sergeants union leaders wrote, "This decision is not the result of some good old boys’ club. Rather, it reflects the collective opinion of the frontline leadership of the Sheriff’s Office, a diverse group of experienced law enforcement professionals. We have reviewed the report by the Honorable LaDoris Cordell, which outlines the racism, homophobia, and corruption linked to this Sheriff. We are witnessing the destruction of the Sheriff’s Office and deterioration of morale due to the corruption and lies." Expert confirms embattled San Mateo County sheriff sent homophobic text Earlier this November, the County Board of Supervisors demanded the sheriff's resignation after the independent investigator, former judge LaDoris Cordell, released the report's findings. Cordell concluded that Corpus and Aenlle have "an intimate relationship" that the couple attempted to keep secret. Cordell claims Corpus handed control of the office to Aenlle due to their relationship.  Cordell wrote, "Lies, secrecy, intimidation, retaliation, conflicts of interest, and abuses of authority are the hallmarks of the Corpus administration. Nothing short of new leadership can save this organization that is in turmoil, and its personnel demoralized." Aenlle allegedly spent thousands on clothing and jewelry for the sheriff, was seen kissing her, and went on a Hawaiian vacation with her. Sheriff Christina Corpus (Image courtesy San Mateo County Sheriff's Office) Since the report was released, Sheriff Corpus promoted Aenlle to Assistant Sheriff, and her office arrested San Mateo County Deputy Sheriff's Association union president Carlos Tapia with accusations of theft. "Instead of stepping down and firing her chief of staff Victor Aenlle, the target of the investigation itself, she has defiantly promoted him," the SMCDSA wrote. Former Assistant Sheriff Ryan Monaghan was abruptly fired by the sheriff in September. Supervisors said Monaghan's exit may have been an act of retaliation because he participated in the county's independent investigation. Deputy Tapia said Monday, "It's time for Sheriff Corpus to go." Corpus has denounced the report, saying, "As a woman of color, this disturbs me deeply. These allegations are absolutely not true." The San Mateo County Sheriff's Office is seen. (KRON4 Photo) Corpus & Aenlle scandal timeline, according to the investigation report: September 2021: A civilian employee saw Corpus and Aenlle kiss on a couch in Corpus’ office at the Millbrae substation. January 2022: Corpus told a civilian employee that Aenlle handed her $12,000 in cash to buy a pair of diamond earrings at Tiffany’s at Stanford Shopping Center. She used the money to buy $11,000 earrings, the report states. Spring 2022: Corpus called a civilian employee and said her then-husband was upset because she was having an affair with Aenlle. The sheriff stayed in a Burlingame hotel instead of going home, the report states. June 2022: Corpus held a rooftop election night watch party in San Mateo for the primary election. At the party, Corpus gave a victory speech thanking her then-husband, who also works in the sheriff's office. Aenlle, who worked as her campaign manager at the time, was angry. During the heated moment, Aenlle broke up with the sheriff, saying, "It's over. We're done," the report states. "Corpus was crying and following Aenlle, pleading with him, 'Please don’t do this, baby,'" the report states. I won’t survive," according to the report. September 2022: A former sworn employee was flying on Hawaiian Airlines from San Francisco to Maui. At the airport gate, he saw the sheriff with her children and Aenlle boarding the Maui-bound plane together. Corpus’ then-husband later told the former employee that his daughter tearfully reported to him that Aenlle was on the plane "in her dad’s seat." The husband was not invited for the vacation, the report states. October 2022: A civilian employee warned Corpus, "You can’t hire your lover. It will ruin everything that we worked toward. He’ll ruin you." Corpus responded, "He deserves it; he worked so hard for my campaign," according to the report. January 2023: Shortly after Corpus had been officially sworn in as Sheriff, Aenlle signed a one-year agreement as an independent contractor for the sheriff’s office. June 2023: Corpus worked with the county’s HR department to create a job description for a new full-time position for Aenlle, dubbed Sheriff’s Executive Director of Administration. July 2023: Aenlle was hired by Corpus as Executive Director of Administration. The report states, "His annual salary is approximately $246,979 plus benefits. I believe the County Executive is targeting me so he can remove me and weaken the Sheriff’s stance. She didn’t get here alone. I helped her get elected. I own the third largest parcel in San Mateo County. It’s worth $60 million," the report writes. September 2024: Sheriff Corpus was asked by federal security personnel to pick two people to be photographed with then-presidential candidate Donald Trump during Trump's campaign event in Woodside. The sheriff designated a captain and a deputy. The next day, then-Assistant Sheriff Ryan Monaghan received a call from a friend who is an FBI special agent. The FBI agent said Aenlle had "made a scene" at Trump's event, demanding to be in the photograph with Trump instead of the selected deputy. The FBI agent told Monaghan that Aenlle was "one of the most arrogant pricks I’ve ever seen," and said that Aenlle was a "poor representation of your office," the report states. A photo of Aenlle smiling with Trump was included in the report as evidence. September 2024: Sheriff Corpus referred to the investigation as a "witch hunt" during a conversation with Monaghan, according to the report. "Two days later, Sheriff Corpus called Monaghan into her office and fired him. Corpus told Monaghan that she no longer trusted him because 'people' said that he wasn’t loyal," the report states. Sheriff Corpus's letter sent to staff Tuesday: Sheriff Corpus wrote, "Earlier this month, the Board of Supervisors released the Cordell Report at a press conference without affording me the opportunity to respond to or address its findings in advance. Since then, we have witnessed an unprecedented and deeply polarizing series of events—at a time when collaboration and unity are more critical than ever. As your elected Sheriff, I am entrusted with leading the Sheriffs Office through both progress and adversity. I do not shy away from challenges, nor do I falter in my commitment to the women and men of this organization and the residents of San Mateo County. While these past weeks have been tough, I remain committed to fulfilling the responsibilities I swore to uphold." The sheriff's letter continued, "I recognize the uncertainty this situation has caused among the two groups I serve: the dedicated employees of the Sheriffs Office and the people of our County. Despite the personal toll, my focus remains on the work ahead and the safety of the residents. Together, we set out to reform an institution once marred by past scandals and costly discrimination litigation. Assistant Sheriffs, together with Undersheriff Dan Perea, will lead with a renewed focus on restoring internal and external relationships while driving forward our strategic initiatives. I have every confidence in the new leadership team to oversee our daily operations and foster a culture of accountability and respect. Calls for my resignation not only undermine the will of the voters but also pose a threat to the independence of this Office—a cornerstone of our democracy. I remain focused in my commitment to reform, transparency, and collaboration—principles that should unite us in the pursuit of better governance. Every day, I am guided by a singular question: What can I do to make San Mateo County safer and stronger for all? Resigning from my position or relinquishing the independence of this Office is not the answer. I will not step down, nor will I allow this institution to be politicized or influenced by special interests."
