Did Amazon driver maliciously take package from Chesapeake man's porch?

CHESAPEAKE, Va. (WAVY) — Even after looking at doorbell camera footage, it's difficult to tell if one of the three packages a Chesapeake man was expecting was stolen instead.
When Frank Tucker came home Monday, he found two of the three packages on his porch. "The package I've been eagerly waiting on was not there," Tucker said. "So I looked on the account and noticed it had been delivered."
A set of carabiners for use on special projects was the missing third package."Twice this size and heavy-duty steel," he said. "They were rated for a thousand pounds."Frank looked everywhere — around the front yard, the front porch, even the house, thinking his wife had brought it in. Then he checked his doorbell camera.There, you can see the driver deliver all three packages, take a picture, mark it delivered, then begin to walk away. But halfway back to the truck he stops, walks a little, then stops again and returns to the porch. The package he picks up looks like it was cut open and perhaps torn in transit."He opens the package, sticks his hand in the package as to fumble with the contents or something along that line, and then he proceeds to walk away with the package,” Tucker said.10 On Your Side reached out to Amazon, asking whether drivers are instructed to return items if they're damaged or the packaging torn. A person from Amazon's public relations team said they would look into it. "If it was opened, and he was returning it ‘cause it was opened, I would expect to have heard something this morning on the call with Amazon," Tucker said. "Or I would expect to have seen something on the account. And neither one had anything there."He said he plans to try again — but not through Amazon."So it's more of a big headache,” Tucker said.
Tucker has filed a police report. A representative from Amazon said they are still looking into the issue, but it asks people to contact the company's customer service team if they have delivery issues. They also said drivers are hired through third-party companies and are not Amazon employees.
