Montgomery County police: FBI special agent charged with rape, sexual assault

MONTGOMERY COUNTY, Md. (DC News Now) -- Officials said an FBI special agent was arrested for allegedly raping and sexually assaulting women at a tattoo studio he owned in Gaithersburg.
The Montgomery County Department of Police (MCPD) said FBI special agent Eduardo Valdivia, 40, was taken into custody on Nov. 25. Authorities charged him with two counts of second-degree rape, four counts of fourth-degree sexual offense and four counts of second-degree assault.

"These charges stem from conduct beginning in February 2024 with contact made to victims through the Instagram page under the name of DC Fine Line Tattoos," said Nicholas Augustine, the Assistant Chief with the MCPD, during a press conference on Tuesday, Nov. 26.
Police said the charges are also from reports made by two women who were raped inside the DC Fine Line Tattoos, a tattoo studio in the 9800 block of Washingtonian Boulevard.
According to MCPD, in October of 2024, the first victim reported being raped by a man she knew as "Lalo Brown." A month later, the second victim came forward with a similar report of sexual assault.

Police said both women told detectives they were lured to the tattoo studio under the impression of modeling opportunities with "Exeter Models" and believed they were communicating with a woman.
As the investigation developed, detectives identified "Lalo Brown" as Special Agent Valdivia.

He is currently being held at the Montgomery County Central Processing Unit, awaiting a bond hearing.
