Q: Jeff McKinley of Riverside asked if the Department of Motor Vehicles issues disabled license plates for motorcycles. He emailed a photo from Riverside of a Harley Davidson motorcycle with a disabled plate on the back. A: Yes, the DMV does issue disabled person license plates to Californians who drive a motorcycle and meet the eligibility criteria. Various federal and state laws outline the eligibility requirements. At this time, disabilities are limited to physical disabilities, the DMV said. We never assume anything about a person’s disability — many disabilities are not outwardly apparent to strangers. California Vehicle Code Section 295.5 discusses the physical disabilities that certify a “disabled person” under state law and says a disabled person for these purposes is: “(a) Any person who has lost, or has lost the use of, one or more lower extremities or both hands, or who has significant limitation in the use of lower extremities, or who has a diagnosed disease or disorder which substantially impairs or interferes with mobility, or who is so severely disabled as to be unable to move without the aid of an assistant device. (b) Any person who is blind to the extent that the person’s central visual acuity does not exceed 20/200 in the better eye, with corrective lenses … or visual acuity that is greater than 20/200, but with a limitation in the field of vision such that the widest diameter of the visual field subtends an angle not greater than 20 degrees.” Other stated physical disabilities include lung and cardiovascular diseases to specific certain limitations. CVC section 5007 discusses the requirements to apply for a disabled license plate and which licensed medical personnel can issue certificates. On the federal level, the Code of Federal Regulations has similar definitions. Good news for San Bernardino drivers Traffic safety improvements will be coming to five areas in San Bernardino that have high collision rates, thanks to a $5.2 million grant the city recently received. The $5,279,592 Safe Streets and Roads for All grant from the U.S. Department of Transportation will go toward designing and building safety improvements at five locations that traffic records show have high collision rates, a high incidence of fatalities or severe injuries, or are near schools and residential areas, according to a news release from the city. Added safety features the city might deploy could include traffic signals, high-visibility crosswalks, curb extensions, improved sidewalk connections, pedestrian refuge islands, buffered bike lanes, ADA-compliant curb ramps, speed limit reductions, and other traffic-calming measures.
