A Milford-based development team has won permission to construct 60 new apartments atop 2.25 acres of vacant land in Fair Haven Heights.The City Plan Commission granted that unanimous approval during its latest monthly online meeting last Wednesday.The commissioners signed off on the site plan, coastal site plan, and inland wetland reviews for the construction of two new four-story buildings at 97 and 101 Essex St.That development will be undertaken by Novel Development LLC, a holding company controlled by Jonathan Jones and Sachin Anand of Milford. Their company purchased the east-side properties in 2021 for $740,000 from Frederick Digioia. Local attorney Ben Trachten, representing the developers, told the commissioners on Wednesday that the project will include 42 on-site parking spaces, and an even mixture of one- and two-bedroom apartments across the proposed two new buildings. Per the city’s inclusionary zoning (IZ) law, it will also include a total of three apartments reserved for renters making no more than 50 percent of the area median income (AMI), which currently translates to $58,050 for a family of four.“The existing ground cover of the lots is open space in poor condition,” the application’s stormwater management plan states. “There are 3 wetland areas on the site. The proposed conditions will relocate 2 of those wetland areas. The relocated wetlands will be adjacent to a storm water system that will clean and store storm water runoffs prior to entering a tributary to Hemingway Creek.”While the properties sit in a RM‑1 “Low-Middle Density” zone, Trachten said, the developers won zoning relief earlier this year to allow for a density in line with the RM‑2 “High-Middle Density” zone.
