TOPEKA (KSNT) - The NOTO Arts District turned into a winter wonderland this weekend. The Winter Celebrations took over the Red Bud Park. From horse drawn wagon rides, late night shopping to hot cocoa and sugar cookies. Santa and Mrs. Claus even made an appearance at the annual tree lightning in Veterans Park. Topeka ‘Zoo Lights’ opens for holiday season "We're excited that we get to bring another holiday event to our community," Staci Ogle, NOTO's communications and program coordinator said. "And bring it down to the arts district where funky and different and unique and everybody can feel like they can belong."  NOTO has many events coming in the next few weeks to get into the holiday spirit.
