JAMES CITY COUNTY, Va. (WAVY) - The James City County Fire Department is investigating an underground fire at the Williamsburg Premium Outlets off of Richmond Road. The JCC Fire Department said they were dispatched around 9 a.m. to the Premium Outlets for a possible underground fire. Units arrived to find the parking lot behind the stores partially collapsed and an active fire in the underground stormwater detention facility.
