Wichita's new emergency winter shelter is taking shape

WICHITA, Kan. (KSNW) - The former Park Elementary School is now the home of a winter shelter. Humankind Ministries is slated to open its doors by Dec. 2.
City leaders say the ultimate goal is to eventually transition the emergency winter shelter into a full-time shelter, giving people needing support services 24/7. It would be not just a shelter but a pathway toward permanent housing.
"We're fully anticipating getting what they call a temporary certificate of occupancy or a TCO by probably end of business tomorrow, and then, we'll be able to fully hand over sort of the one-story wing of the facility to the operator," said Assistant City Manager Troy Anderson.
It's the first step toward a larger plan.
"Our ultimate goal is to try to achieve, achieve functional net zero when it comes to homelessness," said Anderson.

Construction is almost over for the winter shelter, which consists of separate wings for women and men, a day room, and spaces for medical providers and social services. The shelter, including the gym, is at the south end of the building. They also have storage areas, bathrooms, and a kitchen area.
"The facility will support up to 260 beds, so 10 more beds than we had last year," said Anderson.
After March 31, the city is turning the old Park Elementary School into a multi-agency center.
"This is a goal, an objective to try and respond to the issues we're having in our community around homelessness, mental health, substance abuse, and getting all of our partners under one roof to the greatest extent that we can," said Anderson.
Humankind says that the facility will be set up this weekend.
City officials add that this winter, the shelter will be funded by over $2.2 million from ARPA funds and another $600,000 in operational costs. Humankind is also investing 25% of that amount.
