INDIANAPOLIS An IMPD officer has been preliminary charged with voyeurism after a flash drive was found in an IMPD pool car showing him engaging in sexual acts while in full uniform. One woman seen in one of the videos claims she did not give consent to be recorded.25-year veteran, IMPD officer Shane Decker is charged with voyeurism, official misconduct, and making an unlawful proposition. IMPD announced Friday the officer is now suspended, and facing termination. Decker is accused of: peeping using a camerapeeping at a private area of an individual without consent being a public servant, knowingly or intentionally committing these crimes The latest incident is reported on 04/02/2024. The other charges stem as far back as 2019. According to a probable cause affidavit, a flash drive was found in a IMPD pool car by an officer on Sept. 10. The officer plugged it into his department issued laptop in an attempt to locate the owner. That's when the officer said he observed several videos of Decker having sexual intercourse while in full uniform. It appeared that the videos were recorded on the officer's department issued laptop, and the women in the videos were unaware they were being recorded.The PC states: "In three of the videos Sexual Intercourse occurred with the females being exposed in the videos. In two of the videos there was groping of exposed breast. In all five of the videos, it appeared the females were unaware they were being video recorded as the recording device was set up prior to the females entering the room in four videos and one it appeared the officer carried his department issued laptop into a building with him."It was determined that the officer did use his department issued laptop to record three of the videos. During the investigation, detectives spoke with several of the women seen in the videos who told police they did not know they were being recorded.According to the PC, many of them felt betrayed. One woman was reported saying she felt Sick, violated, um lied to, embarrassed, um used, um everything possible. My World was over, I mean Ill never be the same.The investigation also revealed police found recordings of Decker having sex with a masseuses inside of massage parlors and giving them money. Decker was allegedly involved in IMPD investigations into human trafficking at massage parlors. The PC states Decker assisted with going undercover into massage parlors and asking for sexual favors. According to standard procedures for the human trafficking unit, Decker was required to undergo training and was aware that law enforcement shouldn't have physical contact past the point necessary for an arrest. Decker also allegedly had access to information regarding which massage parlors were being actively investigated for trafficking females and how they were rotated out every couple of months.
