"I feel safe, I feel comfortable," said neighbor Eileen Brewer. "It's fun. There's a lot going on here. I'm surprised because I'm here every day and I don't see any type of vandalism happening when I'm here every day." Police have not determined a motive for this incident. Businesses owners in the area also say they feel safe in the downtown area, calling a crime like this rare. Brewer said downtown events keep the area humming at night.  "It's busier in the evenings," Brewer said. "It's busier on the weekends when there's big events happening over at the venues. But during the day, it's mostly all business folks walking up and down the streets, going to work and going to lunch." Norfolk will host its 38th annual Grand Illumination Parade Saturday.  If you have any information about this case, you can submit an anonymous tip by calling 1-888-LOCK-U-UP, downloading the P3 tips app to a mobile device, or visiting www.P3tips.com and submitting a tip.
