Pamela Antil is no longer the city manager of Encinitas, the city announced late Wednesday. A press release issued moments before the start of Wednesday night’s regular City Council meeting declared that the council and Antil had “amicably agreed to end Antil’s employment contract” and that it was effective immediately. “During her tenure, Ms. Antil successfully took us through the adoption of the city’s first approved housing element, led the staff through the completion of the El Portal Underpass, Phases 1 and 2 of the Leucadia Streetscape project, and the opening of Pacific View Arts Center,” Mayor Tony Kranz said in the press statement. “We appreciate Pam’s contributions to Encinitas and wish her the best in her future endeavors.” Antil said in the same statement, “It’s been my honor and pleasure to serve the Encinitas community.” Wednesday’s announcement came after two closed door meetings regarding Antil’s contract, including one held Wednesday afternoon. At that second meeting, the council voted 5-0 to accept the mutual contract termination agreement, the city attorney announced at the start of the regular council meeting. Her departure comes as the city is about to embark on a new era. In mid-December, only one of the current council members will remain in the same job. The city will have a new mayor, two new council members and one newly vacated council seat that will need to be filled in the coming months. Until a new city manager can be hired, Assistant City Manager Jennifer Campbell will serve as acting city manager, the city announced. Antil will receive a severance package, consistent with her current contract, the city attorney said during Wednesday night’s meeting. Initially, when she was first hired by the city in fall 2020, Antil had a contract that called for her to receive a severance package worth six months’ pay. That was later increased to nine months’ pay when the council approved her latest two-year contract in 2023. Her current base salary is $309,758. That figure includes a raise the council unanimously approved for her this summer. At the time, Kranz thanked Antil for “all you’ve accomplished over the last year” and noted that the new raise was anticipated — it had been mentioned in the previously approved two-year contract. She was initially hired at a base salary of $250,000, and she has received regular raises throughout her four years with the city. Antil, who replaced retiring city manager Karen Brust, came to Encinitas from Santa Barbara where she served as assistant city manager from 2015 to 2020. Prior to that, she was assistant city manager in San Jose and Palo Alto. She has a bachelor’s degree from Central Michigan University and a master’s degree in public administration from California State University, Long Beach.
