AUSTIN (KXAN) -- Austin police have arrested two people in connection to what court documents say were 15 dead dogs found in South Boggy Creek behind Shiloh Drive in south Austin in April. Fried John Riess, 61, and Rafael Cantu Baez-Riess, 51, each face a felony charge of Intentional or Knowing Unauthorized Discharge. They also each face multiple misdemeanors in animal cruelty charges. Online court records show neither suspect is in custody in Travis County. Attorney information was not yet available for both suspects. We will update this if that changes. PREVIOUS COVERAGE: Neighbors say dead dogs found in creek, police investigating According to their arrest affidavits, they moved out of their Shiloh Drive home on April 13, and the dogs were found in the creek by neighbors the next day. The suspects' realtor told investigators she saw several dogs inside the home 30 days prior to the suspects' move-out date, and saw ducks in the backyard on their final walk through. She said she asked if they needed help relocating any animals and the suspects "refused" the help. Court documents state the dogs found in the creek were "surrounded by household trash consistent with cleaning out a home before moving out." The Riess' left behind trash bins after they moved out, investigators said, and the bins were full of medical wrapping that was similar to the wrapping found around some of the dogs left in the creek. Police also found a trail of wood shavings near the water that were consistent with wood shavings in the suspects' backyard. The legality of shooting dogs in Texas They were eventually taken into custody in Milam County in June. When APD interviewed Rafael, he said "in the past, when their dogs passed away, he would tell Fred they needed to be cremated. Due to the cost of cremation, Fred suggested they temporarily place the dogs in the freezer until they could arrange for cremation," according to the affidavit. Investigators executed a search warrant at the suspects' new house in Cameron, and found dead dogs and "bird-like animals" inside. "Some of the deceased animals were wrapped in clear plastic bags, others in Whataburger take-out plastic bags," according to the affidavit. Investigators also found wrappings similar to the wrappings found around the dogs in the creek. This investigation involved the Austin Animal Center, Austin Watershed Protection, Texas Commission on Environmental Quality's Crimes Unit, Assistant District Attorney's Office and various police departments, according to APD. The agency said this is why it took months to arrest the suspects. At APD, the Animal Cruelty Unit consists of two detectives and one civilian staffer.
