ST. ROSE, La. (WGNO) — Around 9:15 on the night of Nov. 17, 2013, St. Charles Parish deputies responded to a 911 call and found a man shot to death behind the Fifth African Baptist Church on Fourth Street. Eleven years later, the case remains unsolved. NOPD working two scooter theft investigations The victim was identified as 23-year-old Ramal Ellis. According to the sheriff's office, Ellis lived in the area and was walking home at the time. Also, his wallet was missing. At one point, the Crimestoppers reward was $5,000, which is double the normal amount for an unsolved homicide. Also, St. Charles Parish Sheriff Greg Champagne has made multiple appeals on social media to encourage someone to come forward with information that closes the case.
