Park City could start reimbursing local taxis

A staff report made available ahead of the City Council’s upcoming meeting on Thursday at 4:40 p.m. in Council Chambers at City Hall suggested that taxi reimbursement could one of the transit pilot programs the city is considering.That and other agenda highlights are as follows: Transit Pilot Projects and App Updates Councilors will review and give feedback on four transportation initiatives that aim to increase transportation options, improved customer satisfaction and enhance regional connectivity. Proposed concepts include a vanpool pilot program, a local taxi reimbursement pilot program, installing ski lockers at the Old Town Transit Center and transitioning from the MyStop app to the Transit App. The vanpool pilot would aim to increase public transportation options, reduce individual parking needs and encourage carpooling, according to a staff report said. It went on to say the city is looking into a partnership with Commute with Enterprise.For the taxi reimbursement program, a staff report proposes reimbursing $10 per trip to eligible residents, those with pre-approved, validated addresses who pre-register to participate. Any taxi company with a valid Park City business license would be eligible without any additional verification on their part, and users would have to submit qualifying trip receipts to receive reimbursement. The city’s parking department would issue those by mail.The report noted that other transit agencies such as Utah Transit Authority and Miami-Dade County provide similar programs in partnership with Lyft and Uber, typically during service interruptions.For lockers, the staff report recommended using a third-party app and charging $1 per hour with a daily maximum of $10. The parking department would receive the revenue to help offset operations costs. The MyStop app has received complaints over its lifetime that have led staff to recommend a shift, the report said. Those included challenges with planning trips, difficulty navigating the app and the lack of an option for High Valley Transit buses.Deer Valley Request for Funding Partnership Deer Valley Resort requested that City Council consider creating a Public Infrastructure District and a Community Reinvestment Agency as the resort continues to work toward the transportation and housing goals outlined in the Letter of Intent, to which the city and Deer Valley agreed last year. The letter had outlined a framework partnership between the two entities and regards transportation and housing. According to a staff report, the framework includes but is not limited to the following: $15 million from Deer Valley (with an equal match from Park City) to Park City to help create and support a regional transportation facility or affordable housing as a secondary use.
