Legislative audit releases findings on NOPD response times, job satisfaction, more

NEW ORLEANS (WGNO) — The findings of an audit conducted by the Louisiana Legislative Auditor (LLA) focused on topics including the response time of the New Orleans Police Department have been released.
According to LLA officials, they analyzed the staffing of the NOPD and how staff levels reported affected the response times to 911 calls in addition to the recruitment and retention of officers.
LLA officials say the audit is related to staffing concerns highlighted in a 2023 New Orleans Office of Inspector General’s report.

Through the investigation, they reported finding that the number of NOPD civilian employees increased from 2019 through 2023 but the number of commissioned officers decreased. This resulted in a 26.6% loss of staff.
LLA officials note that the incidents assigned to the NOPD had decreased since 2021, but response times have increased. Additionally, they found an increase of incidents documented as “no unit available” and “gone on arrival.”
From 2021 through 2023 7.9% (80,924) of the 1,025,220 reported incidents did not have an arrival time.

Other findings included that during 2019 through 2023, NOPD had a total of 776 separation actions with the common reasons being resignation or retirement.
A survey was conducted among NOPD employees which identified pay, morale and fairness in promotions and discipline mostly impacts their job satisfaction.
The survey also indicated:
Respondents are concerned with limited equipment and resources that prevent them from providing services
Respondents are concerned with the assignment of secondary employment opportunities
Responses to exit interviews administered by the NOPD generally mirrored the results from the job satisfaction survey
NOPD and the New Orleans Civil Service took additional steps to address the recruitment and retention of officers during the decline in 2019 and 2023
