Muncie police find child sleeping on porch, another walking in feces

MUNCIE, Ind. — A Muncie mother is facing neglect charges once again after police officers found a child sleeping on a porch and then spotted another child walking around in a house with feces on their feet.
Tara M. Dampier, 41, was arrested on Monday on preliminary charges of neglect of a dependent, a Level 6 felony.

Court documents detail how police officers were called to Dampier's home on Mound Street Sunday night for a welfare check after a girl was spotted sleeping on a back porch. The child had reportedly been sleeping on the porch for several nights in a row.
When police arrived, the child told officers that she was sleeping on the porch due to it being too loud inside the home.
Officers ended up reporting a foul odor coming from the inside of the residence. Looking through the windows, officers noted large amounts of trash scattered throughout the home and what appeared to be dog feces on the floor.
A second child was spotted inside the home with feces on the bottoms of his feet, police reported.
When officers confronted Dampier, she reportedly became defensive. She claimed she tried to get the girl to sleep inside but blamed the child for not listening.
She also blamed the state of the home on the children, telling officers the juveniles didn't clean up, threw trash on the floor and even defecated and soiled themselves instead of using a bathroom.
Dampier also blamed the poor state of the home on the fact that she reportedly was in the hospital for roughly one day nearly a week ago.

After permitting police officers to enter the home, officers discovered further disarray and unliveable conditions including more piles of dog feces, trash and a "significant amount of bugs." There was also feces smeared on the walls.
Dampier once more blamed the children, telling officers it wasn't dog feces on the boy's feet but human feces from one of the children.
Dampier was arrested and taken to the Delaware County Jail.
Court records show this isn't the first time Dampier has faced criminal charges of neglect. In March 2023, Dampier was charged with neglect of a dependent and possession of a narcotic drug. She ended up pleading guilty to her neglect charge and serving one year on probation.
