Fired MCSO employee claims Sheriff McFadden told her to change documents

CHARLOTTE, NC — A recently fired Mecklenburg County Sheriff’s Office employee claims Sheriff Garry McFadden wanted her to change travel expense documents. When she refused, she says she became the target of the sheriff, ultimately leading to her losing her job.
Dr Angelia Riggsbee is speaking out against the practices of Mecklenburg County Sheriff Garry McFadden.
“He berated me and belittled me and insulted me,” Riggsbee said of McFadden.
Riggsbee was given her termination letter on Wednesday. But she’s coming forward because of the resignation letter from former MCSO Chief Deputy Kevin Canty.
“Everything Kevin Canty said in his letter was absolutely correct,” said Riggsbee.
On Monday, Canty told WCCB that one of the many reasons he chose to leave the sheriff’s office was because McFadden was trying to use him as a scapegoat.
“He continued to try to get me to recommend to him that he fire two people who he had targeted, in my opinion,” Canty said.
Canty said one of those two employees was Riggsbee.
“I was not going to allow him to allow to make or to use me rather to be his hatchet man,” explained Canty on why he didn’t follow instructions.
Riggsbee started in March. By the summer, she believes it was clear McFadden had it out for her.
In August, a member of the media requested McFadden’s travel expenses. Riggsbee said she sent the sheriff and his assistant the information as requested. In an email, McFadden’s assistant wrote “he doesn’t want to submit it”. Riggsbee said shortly after that email, the secretary called her.
“She said he wants it modified. I said, well, you can do that. If you’re going to do that, you can do that and she said, no, McFadden said, get Rigsby to do it,” Riggsbee said of the conversation with McFadden’s assistant.
Riggsbee said she refused, believing that it was unethical and possibly illegal.
She said she then sent a follow up email detailing that phone conversation. McFadden’s assistant responded with “You’re correct! I totally understand…”
The sheriff’s office tells WCCB:
“We are aware of the emails exchanged between Dr. Riggsbee and Shelby Jones. We are providing the complete conversation and the records that were eventually submitted to the Charlotte Observer. Regarding Ms. Jones’ statement, “This is the detailed report for 2024, but he doesn’t want to submit it,” it pertained to the attached Word document, which was a detailed report of Sheriff McFadden’s 2024 travel expenses. Sheriff McFadden preferred the Excel document’s format, which is why the comment was made about his reluctance to submit it. The original Excel document provided to Ms. Jones lacked sufficient detail, so additional information was added to the highlighted areas without altering the cost. The detailed spreadsheet for Sheriff McFadden’s 2024 travel expenses, along with a PDF containing his 2023 expenses, was submitted to the Charlotte Observer. The Word document was eventually provided to the Observer, who requested a more detailed breakdown of the expenses.”
