REDWOOD CITY, Calif. (KRON) -- Embattled San Mateo County Sheriff Christina Corpus brushed aside recommendations to resign on Wednesday, instead opting to promote Chief of Staff Victor Aenlle, she said at a county meeting. An internal report published Tuesday found Corpus and Aenlle to have an intimate relationship. The 408-page report conducted by retired judge LaDoris Cordell recommended both Corpus and Aenlle resign. The San Mateo County Board of Supervisors also recommended Corpus resign. However, on Tuesday afternoon, Corpus walked up to the board of supervisors and said she was promoting Aenlle to assistant sheriff "effective immediately." One potential hold-up in her plan is that Aenlle is not a sworn peace officer, just a civilian employee. The county attorney said Tuesday he needs to research whether a non-sworn officer can be assistant sheriff. Cordell interviewed dozens of sworn officers and former employees of the sheriff's office for her extensive report. She did not, however, talk to Corpus as Corpus said the two could not work out a time for them to talk. Corpus said Wednesday that she will revisit speaking to Cordell after she attains proper counsel and an attorney. Cordell's report contains a long list of anecdotes that include Aenlle buying Corpus $11,000 earrings, kissing her in her office and telling other employees that he loved her. The sheriff is also accused of giving a badge to Aenlle that he is not authorized to wear. Cordell said both Corpus and Aenlle could face misdemeanor charges for issuing and wearing the badge. Corpus worked to get Aenlle hired by the sheriff's office after she was hired as the sheriff in 2022. Cordell's report said Aenlle "exceeded and/or abused his authority" while he was working as chief of staff. "With the Sheriff's approval, Aenlle has moved himself to the top of the Chain of Command so that he exercises wide-ranging and sometimes abusive authority over both civilian and sworn employees," Cordell wrote. On Tuesday, Corpus' office arrested Deputy Carlos Tapia, who is the president of the sheriffs' union, for grand theft. Supervisors called the arrest retaliation, which is something Corpus had been accused of multiple times in the past. It is "highly irregular" for the sheriff's office to arrest one of its own deputies, supervisors said.
