WICHITA, Kan. (KSNW) - Sedgwick County Commissioners approved a new force and restraint policy for the Juvenile Intake and Assessment Center (JIAC) on Wednesday. The policy states that "staff shall use force only when all other less restrictive methods of behavior control have been attempted and failed, to protect the youth from injury, to prevent injury to others or to prevent escape." The Team Justice Juvenile Community Advisory Board approved the changes before they were presented to the commission. One board member, Jazmine Rogers, said it's important that rules are on the books, as this makes them more solid and non-negotiable. "It was important to make sure that it was on the books because one of the underlying themes that we saw in the task force was that things can be written in policy, but if there's a culture that goes around that policy, it doesn't really matter," said Rogers.
